PROBLEMS AND GUIDELINE PRACTICAL FOR EDUCATIONAL INSTITUTIONS IN EPIDEMIC PREVENTION OF THE COVID-19 OF SCHOOLS IN REMOTE AREA UNDER THE PRIMARY EDUCATIONAL SERVICE AREA OFFICE KANCHANABURI 1

Abstract

This research’s objectives were to study problems and the guidelines to practical for educational institutions in epidemic prevention of the COVID-19 of schools in remote areas under the primary educational service area office Kanchanaburi1. The first step was to study problems practical for educational institutions in epidemic prevention of the COVID-19 of schools in remote areas under the primary educational service area office Kanchanaburi 1. The samples group consisted of 186 school administrators and teacher under under the primary educational service area office Kanchanaburi 1, divided into 23 administrators acquired by purposive sample and 163 teacher acquired by Stratified sampling method. The data of this research were collected by questionnaire and were analyzed by mean and standard deviation. The second step was to study the guidelines to practical for educational institutions in epidemic prevention of the COVID-19 of schools in remote areas under the primary educational service area office Kanchanaburi 1. The informants were 5 experts, selected by purposive sampling. The tool of data collection was a structured interview. Data were analyzed by content analysis. The study results were as follows:

1. The results of the study on revealed that attitudes of school administrator and teachers in schools in remote areas toward practical problems for educational institutions in epidemic prevention of the COVID-19 of schools in remote area under the primary educational service area office Kanchanaburi 1 had overall scores in the high level. For individual aspects, financial administration had the highest level, policy had the high level.

2. The results of a study on guidelines practical for educational institutions in epidemic prevention of the COVID-19 of schools in remote area under the primary educational service area office Kanchanaburi 1 was found that the head of an educational institution should have a meeting to clarify with those involved to determine measures to prevent the spread of COVID-19 strictly. Teachers are encouraged to create video materials and online social networks between parents and teachers to promote and educate about health. Teachers are encouraged to prepare 5 types of lesson plans as appropriate to school context. Teachers are assigned to closely supervise students with special needs. There is a strict rule on shuttle buses for students and has a plan of projects budget about prevention of COVID-19.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาปัญหาและแนวทางการปฏิบัติสำหรับสถานศึกษาในการป้องกันการแพร่ระบาดของโรคโควิด-19 ของโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 โดยวิธีดำเนินการวิจัย ขั้นตอนที่ 1 การศึกษาปัญหาทางการปฏิบัติสำหรับสถานศึกษาในการป้องกันการแพร่ระบาดของโรคโควิด-19 ของโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วย ผู้บริหาร และครู จำนวนทั้งสิ้น 186 คน ที่ปฏิบัติงานในโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 ปีการศึกษา 2564 โดยแบ่งเป็น ผู้บริหารจำนวน 23 คน ได้มาจากการเลือกแบบเจาะจง และครูจำนวน 163 คน ได้มาจากวิธีการสุ่มแบบแบ่งชั้น ตามสัดส่วนของครูแต่ละอำเภอ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามปัญหาการปฏิบัติสำหรับสถานศึกษาในการป้องกันการแพร่ระบาดของโรคโควิด-19 ของโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 วิเคราะห์ข้อมูลด้วย การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และขั้นตอนที่ 2 การศึกษาแนวทางการปฏิบัติสำหรับสถานศึกษาในการป้องกันการแพร่ระบาดของโรคโควิด-19 ของโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ แบบมีโครงสร้าง วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า

1. ผลการศึกษาปัญหาการปฏิบัติสำหรับสถานศึกษาในการป้องกันการแพร่ระบาดของโรคโควิด-19 ของโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 พบว่า ผู้บริหารและครูมีความคิดเห็นในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีปัญหาค่าเฉลี่ยสูงสุด ได้แก่ ด้านการบริหารกาเงิน อยู่ในระดับมากที่สุด รองลงมา ได้แก่ ด้านนโยบาย อยู่ในระดับมาก

2. ผลการศึกษาแนวทางการปฏิบัติสำหรับสถานศึกษาในการป้องกันการแพร่ระบาดของโรคโควิด-19 ของโรงเรียนบนพื้นที่สูงในถิ่นทุรกันดาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 พบว่า ผู้บริหารสถานศึกษาควรประชุมชี้แจงกับผู้ที่เกี่ยวข้องเพื่อร่วมกันหารือในการกำหนดมาตรการการป้องกันการแพร่ระบาดโรคโควิด-19 อย่างเคร่งครัด ส่งเสริมให้ครูจัดทำสื่อวิดีโอพร้อมจัดตั้งเครือข่ายสังคมออนไลน์ระหว่างผู้ปกครองและครู เพื่อช่วยประชาสัมพันธ์และให้ความรู้ด้านสุขภาพ ส่งเสริมให้ครูมีการจัดเตรียมแผนการจัดการเรียนรู้ 5 รูปแบบ การมอบหมายให้มีผู้ดูนักเรียนที่มีความต้องการพิเศษอย่างใกล้ชิด การเข้มงวดในเรื่องของรถรับ-ส่งโดยสารนักเรียน และมีแผนรองรับการใช้งบประมาณโครงการที่เกี่ยวข้องกับการป้องกันโรคโควิด-19
