THE STUDY OF TRANSFORMATIONAL LEADERSHIP OF DEPARTMENT HEADS UNDER TEACHERS’ VIEWS IN THE VOCATIONAL EDUCATION IN PHICHIT PROVINCE, OFFICE OF THE VOCATIONAL EDUCATION COMMISSION.

Abstract

The objectives of this research were to study the transformational leadership of the heads of division and to study guidelines for the development of transformational leadership of the head of division according to the teacher's perspective in a vocational school in Phichit Province under the Office of Vocational Education Commission. The sample group used in this research consisted of 144 teachers performing teaching in vocational education in Phichit Province, academic year 2021. The sample size was determined by comparing the Craigie Morgan tables. The samples were selected by stratified random sampling method according to the proportion of teachers in each department of each vocational college in Phichit province. The data collection tool was a questionnaire on leadership change of heads of division according to the perspective of teachers in vocational schools in Phichit province under the Office of the Board Vocational education. The data was statistically analyzed by mean and standard deviation. And the data from the interview form for leadership development changes of heads of division according to the of teacher's perspective in vocational schools in Phichit province under the Office of Vocational Education Commission was analyzed by content analysis.

The results of the research can be summarized as following;

1. The results of a study on transformational leadership of the heads of division according to the teacher's perspective in a vocational school in Phichit Province under the Office of Vocational Education Commission, it was found that teachers were the head of the division had transformational leadership at a high level in overall. When considering each aspect, it was found that the side with the highest mean and at the highest level was the aspect of having an ideological influence, and followed by a high level sorted in descending order as follows; inspiring, the aspect of considering the individuality and vision, respectively. The aspect with the lowest mean was intellectual stimulation.

2. The results of a study of the guidelines for the development of transformational leadership of the head of division showed that the head of division should distribute the work and assign the tasks according to personnel’s abilities and aptitudes. They should give decision-making powers to personnel in the division and use a positive reinforcement for personnel in the department in order to work to achieve the vision of the college. Personnel in the department should be encouraged to develop themselves through trainings, further educations, study trips in an educational institutions of excellence to apply in working at the department.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาภาวะผู้นำการเปลี่ยนแปลงของหัวหน้าแผนกวิชา และแนวทางการพัฒนาภาวะผู้นำการเปลี่ยนแปลงของหัวหน้าแผนกวิชาตามทัศนะของครูในอาชีวศึกษาจังหวัดพิจิตร สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูที่ปฏิบัติหน้าที่จัดการเรียนการสอนในอาชีวศึกษาจังหวัดพิจิตร ปีการศึกษา 2564 จำนวน 144 คน ซึ่งกำหนดขนาดกลุ่มตัวอย่างโดยการเทียบตารางเครจซี่มอร์แกน และเลือกกลุ่มตัวอย่างด้วยการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) ตามสัดส่วนของครูแต่ละแผนกวิชาของแต่ละวิทยาลัยในอาชีวศึกษาจังหวัดพิจิตร เครื่องมือที่ใช้ ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามภาวะผู้นำการเปลี่ยนแปลงของหัวหน้าแผนกวิชาตามทัศนะของครูในอาชีวศึกษาจังหวัดพิจิตร สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา วิเคราะห์ข้อมูลด้วยการหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และแบบสัมภาษณ์แนวทางการพัฒนาภาวะผู้นำการเปลี่ยนแปลงของหัวหน้าแผนกวิชาตามทัศนะของครูในอาชีวศึกษาจังหวัดพิจิตร สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา

ผลการวิจัยสรุปได้ดังนี้

1. ผลการศึกษาภาวะผู้นำการเปลี่ยนแปลงของหัวหน้าแผนกวิชาตามทัศนะของครูในอาชีวศึกษาจังหวัดพิจิตร สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา พบว่า ครูมีความคิดเห็นว่าหัวหน้าแผนกวิชามีภาวะผู้นำการเปลี่ยนแปลง ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาในรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด อยู่ในระดับมากที่สุดได้แก่ ด้านการมีอิทธิพลอย่างมีอุดมการณ์ รองลงมาอยู่ในระดับมาก โดยเรียงลำดับจากมากไปน้อยได้แก่ ด้านการสร้างแรงบันดาลใจ ด้านการคำนึงถึงความเป็นปัจเจกบุคคล และด้านการมีวิสัยทัศน์ ตามลำดับ ส่วนด้านที่ค่าเฉลี่ยต่ำสุด ได้แก่ ด้านการกระตุ้นทางปัญญา

2. ผลการศึกษาแนวทางการพัฒนาภาวะผู้นำการเปลี่ยนแปลงของหัวหน้าแผนกวิชา พบว่า หัวหน้าแผนกวิชาควรมีการกระจายงาน มีการมอบหมายงานตามความสามารถตามความถนัด ให้อำนาจตัดสินใจแก่บุคลากรในแผนกวิชา มีการเสริมแรงทางบวกเพื่อให้บุคลากรในแผนกวิชามีการปฏิบัติงานให้บรรลุตามวิสัยทัศน์ของวิทยาลัย มีการส่งเสริมให้บุคลากรในแผนกวิชามีการพัฒนาตนเองด้วยการอบรม ศึกษาต่อ ศึกษาดูงานจากสถานศึกษาที่มีความเป็นเลิศมาประยุกต์ใช้ในแผนกวิชา
