รูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา

Abstract

This research aimed to develop a participatory management model for to create safety in schools under the Office of the Secondary Educational Service Area. The research methodology consisted of 3 steps: Step 1: Studying the components and guidelines for participatory management to create safety in schools under the Office of the Secondary Educational Service Area by synthesizing documents, studying 3 best practice schools, and interviewing 5 experts. Step 2: Creating a participatory management model to create safety in schools under the Office of the Secondary Educational Service Area and examining the draft of the participatory management model to create safety in schools under the Office of the Secondary Educational Service Area through focus group discussions with 9 experts. Step 3: Evaluating the participatory management model to create safety in schools under the Office of the Secondary Educational Service Area. The sample group consisted of school directors, deputy school directors responsible for safety in school, and school safety supervisors from schools under the Office of the Secondary Educational Service Area in the inspection area 17, totaling 207 people, selected by stratified random sampling.

The research results found that the participatory management model to create safety in schools under the Office of the Secondary Educational Service Area had 4 components: Component 1: Participatory management factors to create safety in schools; Component 2: Participatory management participants to create safety in schools; Component 3: Scope of safety work in schools; Component 4: Participatory management processes to create safety in schools, and the developed model of participatory management to create safety in schools under the Office of the Secondary Educational Service Area had the overall feasibility and usefulness of the model were at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา วิธีดำเนินการวิจัยมี 3 ขั้นตอนได้แก่ ขั้นตอนที่ 1 การศึกษาองค์ประกอบและแนวทางการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษาโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษา โดยการสังเคราะห์เอกสาร ศึกษาโรงเรียนที่มีรูปแบบปฏิบัติที่เป็นเลิศ (Best Practice) 3 โรงเรียน และสัมภาษณ์ผู้ทรงคุณวุฒิจำนวน 5 คน ขั้นตอนที่ 2 การสร้างรูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษาโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา และการตรวจสอบร่างรูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ด้วยการสนทนากลุ่มผู้ทรงคุณวุฒิ (focus group discussion) จำนวน 9 คน ขั้นตอนที่ 3 การประเมินรูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา โดยกลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการสถานศึกษา รองผู้อำนวยการสถานศึกษาที่รับผิดชอบงานความปลอดภัยในสถานศึกษา หัวหน้างานความปลอดภัยในสถานศึกษา จากโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ประจำเขตตรวจราชการที่ 17 จำนวน 207 คน ได้มาโดยการสุ่มแบบแบ่งชั้น (Stratified Random Sampling)

ผลการวิจัย พบว่า รูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามี 4 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 ปัจจัยการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา องค์ประกอบที่ 2 ผู้มีส่วนร่วมด้านการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา องค์ประกอบที่ 3 ขอบข่ายงานความปลอดภัยในสถานศึกษา องค์ประกอบที่ 4 กระบวนการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษา และรูปแบบการบริหารแบบมีส่วนร่วมเพื่อสร้างความปลอดภัยในสถานศึกษาโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาที่พัฒนาขึ้น มีความเป็นไปได้ และมีความเป็นประโยชน์ของรูปแบบ ฯ ในภาพรวมอยู่ในระดับมากที่สุด
