ความต้องการจำเป็นและแนวทางการพัฒนาสมถรรนะมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาตาก เขต 1

Abstract

The purpose of this research was to study the needs assessment and the guidelines of skills Competency Achievement of School Administrators’ development under Tak Primary Educational Service Area Office 1. There were two steps of research, the first step was the study of needs assessment and the guidelines of skills Competency Achievement of School Administrators. By using the questionnaires with 82 School Administrators from Tak Primary Educational Service Area Office 1. The data was analyzed by means, standard derivation (S.D.) and arranged priority by Modified Priority Needs Index (PNImodified) The second step was the study of guidelines of skills Competency Achievement of School Administrators’ development under Tak Primary Educational Service Area Office 1. The data was collected by using interviewing method which was held by the 5 qualified experts. The data were analyzed by content analysis.

The results were shown that:

1. The study of needs index (PNImodified) of skills competency of school administrators under Tak Primary Educational Service Area Office 1. Found that highest score of the Priority Needs Index was the creativity, followed by the quality of work, and the commitment to work respectively.

2. The study of guidelines of skills Competency Achievement of School Administrators’ development under Tak Primary Educational Service Area Office 1. Found that School Administrators should analyze and operate according to the work plan or structure of the established educational institution. Should create works or innovations that are the focus of educational institute administration in the present day. Analyze the problem from the current situation by thinking of solving problems with new methods that are different from the original. The educational institution administration process should be applied by applying the PDCA cycle to develop the achievement of educational institutions. Should be managed strategically to aim for achievement to be directly linked to the context and vision of the school Aware of current problems, devise strategies or strategies for deciding to solve problems. And should be responsible for oneself socially responsible for the nation and direction in future world changes.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความต้องการจำเป็นและแนวทางการพัฒนาสมรรถนะมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 โดยวิธีดำเนินการวิจัยแบ่งออกเป็น 2 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การศึกษาความต้องการจำเป็นของสมรรถนะมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 โดยใช้แบบสอบถามกับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 จำนวน 82 คน วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการจัดลำดับความสำคัญของความต้องการจำเป็น (PNImodified) ขั้นตอนที่ 2 การศึกษาแนวทางการพัฒนาสมรรถนะมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 ข้อมูลที่ได้มาจากการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. จากการศึกษาความต้องการจำเป็นของสมรรถนะมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 พบว่า ด้านความคิดริเริ่มสร้างสรรค์ของผู้บริหารสถานศึกษา มีดัชนีความต้องการจำเป็นมากที่สุด รองลงมา คือ ด้านคุณภาพของงาน และด้านความมุ่งมั่นในการทำงานอย่างต่อเนื่อง ตามลำดับ

2. จากการศึกษาแนวทางการพัฒนาสมรรถนะมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 พบว่า ผู้บริหารสถานศึกษาควรวิเคราะห์และปฏิบัติงานตามแผนงานของสถานศึกษาที่กำหนดไว้ โดยวิเคราะห์ปัญหาจากสถานการณ์ปัจจุบันคิดแก้ไขปัญหาด้วยวิธีการใหม่ๆ ใช้กระบวนการบริหารสถานศึกษา โดยนำวงจร PDCA มาประยุกต์ใช้เพื่อพัฒนามุ่งผลสัมฤทธิ์ของสถานศึกษา
