Abstract

The purpose of this research is To study the management of educational resources and study the guidelines for managing educational resources of educational institutions. under the Office of Phitsanulok Primary Educational Service Area 3 by means of research. The samples were: administrators and teachers The sample consisted of 306 students under Phitsanulok Primary Educational Service Area Office 3, divided into 24 school administrators and 214 teachers. By comparing the Crazy Morgen table and selecting the samples. by random stratification according to the proportion of administrators and teachers in each district The tools used for data collection were questionnaires. Data were analyzed by means and standard deviations. and the second step, a study of educational resource management guidelines of educational institutions Under the Office of Phitsanulok Primary Educational Service Area 3, the groups of informants were: 3 qualified persons by specific selection The tools used for data collection were interview forms. Data were analyzed by content analysis.

The results found that:

1. Educational resource management study results of educational institutes Under the office of Phitsanulok Primary Educational Service Area Office 3, the overall level was at the highest level. When considering each aspect, it was found that thewith the highest average was the aspect of human resource management And the aspect with the lowest average was the management of material-equipment resources and the management of building resources.

2. The results of the study of educational resource management guidelines of educational institutions under the Office of Phitsanulok Primary Educational Service Area 3 found that school administrators must study, analyze and to calculate the workforce of government teachers and educational personnel in accordance with the rules and procedures prescribed by GTEPC; to prepare education development plans; Action plans and evaluation of various projects according to the specified action plan if the budget project budget is insufficient. Use the method of mobilizing resources. Make a plan for the maintenance of materials - equipment. And there must be a parcel inspection at the end of every fiscal year and prepare a budget request from the management department to verify the readiness of the premises. การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการบริหารทรัพยากรทางการศึกษาและศึกษาแนวทางการบริหารทรัพยากรทางการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 โดยวิธีการดำเนินการวิจัย ขั้นตอนที่ 1 การศึกษาการบริหารทรัพยากรทางการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลกเขต 3 กลุ่มตัวอย่างได้แก่ ผู้บริหาร และครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลกเขต 3 จำนวน 306 คน ซึ่งแบ่งเป็นผู้บริหารสถานศึกษา 24 คน และครูผู้สอน 214 คน กำหนดกลุ่มตัวอย่าง โดยการเปรียบเทียบตาราง เครจซี่มอร์เกนและเลือกกลุ่มตัวอย่าง โดยการสุ่มแบบแบ่งชั้น ตามสัดส่วนของผู้บริหารและครูผู้สอนแต่ละอำเภอในสังกัด เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม วิเคราะห์ข้อมูลด้วยค่าเฉลี่ยและค่าส่วนเบี่ยงแบนมาตรฐาน และขั้นตอนที่ 2 การศึกษาแนวทางการบริหารทรัพยากรทางการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลกเขต 3 กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 3 คน ได้โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการด้วยการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. ผลการศึกษาการบริหารทรัพยากรทางการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลกเขต 3 ในภาพรวมอยู่ในระดับมากที่สุดเมื่อพิจารณารายด้านพบว่าด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการบริหารทรัพยากรบุคคล และด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการบริหารทรัพยากรวัสดุ-อุปกรณ์และด้านการบริหารทรัพยากรอาคารสถานที่

2. ผลการศึกษาแนวทางการบริหารทรัพยากรทางการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลกเขต 3 พบว่า ผู้บริหารสถานศึกษาต้องศึกษาวิเคราะห์และ คำนวณอัตรากำลังข้าราชการครูและบุคลากรทางการศึกษาตามหลักเกณฑ์และวิธีการที่ ก.ค.ศ. กำหนด จัดทำแผนพัฒนาการศึกษา แผนปฏิบัติการและประเมินโครงการต่างๆตามแผนปฏิบัติการที่กำหนดหากงบโครงการงบประมาณไม่เพียงพอใช้วิธีการระดมทรัพยากร จัดทำแผนในการซ่อมบำรุงวัสดุ-อุปกรณ์ และต้องมีการตรวจสอบพัสดุทุกสิ้นปีงบประมาณและจัดทำคำของบประมาณจากหน่วยงานผู้บริหารตรวจสอบความพร้อมของอาคารสถานที่ หากชำรุดให้จัดของบประมาณซ่อมแซมบำรุงรักษาอาคารเรียน อาคารประกอบให้มีความมั่นคงปลอดภัยสามารถใช้จัดกิจกรรมต่างๆได้อย่างมีประสิทธิภาพ
