แนวทางการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน

Abstract

This research aims 1) to study the current state of education for the development of community-based occupational skills by community colleges; 2) to propose guidelines for the provision of education for the development of community-based occupational skills by community colleges. The study was divided into 2 steps as follows:

Step1, studied the current state of education for the development of community-based career skills by collecting primary and secondary data. That is, the researcher went to the field to collect information regarding the conditions of education. Data was collected by participatory observation and in-depth interview. The main informants were five groups, twenty-nine people, namely administrative personnel of community college institutions, community college directors, administrative officers, teachers, learners, graduates, and communities that were regarded as stakeholders, particularly in providing education to develop vocational skills through community colleges. Step2, drafted the guidelines for organizing education to develop community-based career skills by community colleges. The researcher employed information from the first step to draft the guidelines. Then, asked qualified experts to make comments and consider the possibilities. This process was conducted through the interview. Finally, the researchers revised and presented the guidelines to five experts who evaluated the guidelines. This step was done by group discussions.

The results reveal that 1) the educational management conditions of community colleges provided education to develop community-based career skills with elements that could support social change. However, the contagious disease crisis from a global pandemic of coronavirus disease 2019 (COVID-19) caused the guidelines unable to respond to the emergence of community occupations to generate income, and continuous education management. 2) the guidelines for organizing education to develop community career skills by community colleges were implemented by the EVC approach (Education for Vocational in Community) with five major components. They are: 1) policies 2) goals 3) teaching and learning management consisting of organizing teaching and learning activities, teachers, media and equipment, and measurement and evaluation 4) curriculum 5) support for organizing three education systems—community-based formal education, non-formal education based on community vocational education, and informal education based on community income. The learning process relied on the main learning theory for successful education, namely community-based learning, self-directed learning, and participatory learning.

การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันของการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน 2) เพื่อเสนอแนวทางการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน มีการดำเนินการแบ่งเป็น 2 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพปัจจุบันการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน โดยการรวบรวมข้อมูลปฐมภูมิและทุติยภูมิ ลงพื้นที่ภาคสนามเพื่อเก็บรวบรวมข้อมูลสภาพการจัดการศึกษา เก็บข้อมูลจากการสังเกตแบบมีส่วนร่วม การสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลหลัก จำนวน 5 กลุ่ม 29 คน คือ บุคลากรระดับบริหารของสถาบันวิทยาลัยชุมชน ผู้อำนวยการและฝ่ายบริหารวิทยาลัยชุมชน ผู้สอน ผู้เรียน ผู้สำเร็จการศึกษา และชุมชนที่มีส่วนได้ส่วนเสียกับการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพโดยวิทยาลัยชุมชน ขั้นตอนที่ 2 ร่างและเสนอแนวทางการจัดการศึกษาเพื่อพัฒนทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน นำข้อมูลจากขั้นตอนที่ 1 มายกร่างแนวทางการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน นำร่างผ่านผู้ทรงคุณวุฒิได้มาโดยการเลือกแบบเจาะจง มาพิจารณาความเป็นไปได้ ความสอดคล้องเหมาะสม โดยการสัมภาษณ์ จากนั้นที่แก้ไขปรับปรุงนำเสนอแนวทางการจัดการศึกษาเพื่อพัฒนาพัฒนาทักษะอาชีพฐานชุมชนโดยวิทยาลัยชุมชน และประเมินแนวทางโดยผู้ทรงคุณวุฒิจำนวน 5 ท่านโดยการสนทนากลุ่ม

ผลการวิจัยพบว่า 1) สภาพการจัดการศึกษาของวิทยาลัยชุมชนมีการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานชุมชนที่มีองค์ประกอบที่สามารถรองรับการเปลี่ยนแปลงทางสังคม แต่ด้วยวิกฤตการณ์โรคติดต่อจากเชื้อไวรัสโคโรนา2019 (COVID-19) แต่ยังไม่สามารถตอบสนองการเกิดอาชีพชุมชนเพื่อสร้างรายได้ และการจัดการศึกษาที่ต่อเนื่องเชื่อมโยง 2) แนวทางการจัดการศึกษาเพื่อพัฒนาทักษะอาชีพฐานอาชีพชุมชนโดยวิทยาลัยชุมชน ด้วยแนวทางการจัดการศึกษาแบบ EVC : Education for Vocational in Community เป็นการจัดการศึกษาที่ประกอบด้วย 5 องค์ประกอบ คือ 1) นโยบาย 2) เป้าหมาย 3) การจัดการเรียนการสอน ที่ประกอบด้วย ด้านจัดกิจกรรมการเรียนการสอน ด้านผู้สอน ด้านสื่อและอุปกรณ์ ด้านการวัดและประเมินผล 4) หลักสูตร 5) การสนับสนุน จัดการศึกษา 3 ระบบ คือ การศึกษาในระบบบนฐานชุมชน การศึกษานอกระบบบนฐานอาชีพชุมชน การศึกษาตามอัธยาศัยบนฐานรายได้ชุมชน ด้วยการขับเคลื่อนด้วยกระบวนการเรียนรู้ที่ต้องอาศัยทฤษฎีการเรียนรู้หลักเพื่อให้การจัดการศึกษาประสบความสำเร็จ คือ การเรียนรู้โดยใช้ชุมชนเป็นฐาน การเรียนรู้แบบนำตนเอง การเรียนรู้แบบมีส่วนร่วม
