ข้อเสนอเชิงนโยบายในการปรับปรุงกฎหมายเพื่อส่งเสริมประสิทธิภาพการบริหารราชการเขตพื้นที่การศึกษา

Abstract

The objective of this research is to develop policy proposals to improve legislation to promote the efficiency of public administration in educational areas. The researcher conducted the research in 3 stages: 1) studying the condition and problems of applying the law in the public administration of the educational area; 2) Creating policy proposals to improve laws to promote the efficiency of public administration in school districts by using data from step 1 to draft policy proposals and examining their appropriateness by interviewing 12 experts, and 3) assessing the feasibility and usefulness of policy proposals with government officials, teachers and military personnel. The results of the research showed that the policy proposal to improve the law to promote the efficiency of public administration in educational areas consists of 3 components: 1) the form of public administration in the educational area, 2) the resources of public administration in the educational area, 3) the integration of educational management. Results of the review of policy proposals to improve the law to promote the efficiency of public administration in educational areas. Policy proposals were found to be appropriate. The results of the assessment of policy proposals to improve laws to promote the efficiency of public administration. The school district found that the possibilities and benefits were at a high level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาข้อเสนอเชิงนโยบายในการปรับปรุงกฎหมายเพื่อส่งเสริมประสิทธิภาพการบริหารราชการเขตพื้นที่การศึกษา ผู้วิจัยดำเนินการวิจัยมี 3 ขั้นตอน ประกอบด้วย 1) การศึกษาสภาพและปัญหาการใช้กฎหมายในการบริหารราชการเขตพื้นที่การศึกษา โดยการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง สัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน 2) การสร้างข้อเสนอเชิงนโยบายในการปรับปรุงกฎหมายเพื่อส่งเสริมประสิทธิภาพการบริหารราชการเขตพื้นที่การศึกษา โดยนำข้อมูลจากขั้นตอนที่ 1 มายกร่างข้อเสนอเชิงนโยบายและตรวจสอบความเหมาะสมโดยการสัมภาษณ์ผู้ทรงคุณวุฒิจำนวน 12 คน และ 3) การประเมินความเป็นไปได้และความเป็นประโยชน์ของข้อเสนอเชิงนโยบายกับข้าราชการครูและบุคลากรทางการศึกษ ผู้บริหารสถานศึกษา ผู้บริหารการศึกษา ผู้อำนวยการเฉพาะด้านการบริหารจัดการศึกษา ผู้ดำรงตำแหน่งประเภทบริหาร จำนวน 420 คน

ผลการวิจัย พบว่า ข้อเสนอเชิงนโยบายในการปรับปรุงกฎหมายเพื่อส่งเสริมประสิทธิภาพการบริหารราชการเขตพื้นที่การศึกษา ประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) รูปแบบการบริหารราชการเขตพื้นที่การศึกษา 2) ทรัพยากรการบริหารราชการเขตพื้นที่การศึกษา 3) การบูรณาการการจัดการศึกษา ผลการตรวจสอบข้อเสนอเชิงนโยบายในการปรับปรุงกฎหมายเพื่อส่งเสริมประสิทธิภาพการบริหารราชการเขตพื้นที่การศึกษา พบว่าข้อเสนอเชิงนโยบายมีความเหมาะสม ส่วนผลการประเมินข้อเสนอเชิงนโยบายในการปรับปรุงกฎหมายเพื่อส่งเสริมประสิทธิภาพการบริหารราชการเขตพื้นที่การศึกษา พบว่า มีความเป็นไปได้ และความเป็นประโยชน์อยู่ในระดับมาก
