กลยุทธ์การเพิ่มประสิทธิภาพบริหารงานพัสดุสำนักงานสาธารณสุขจังหวัดในภาคเหนือตอนล่างโดยใช้เทคโนโลยี 4.0

Abstract

This research employed a mixed-methods approach along with combined quantitative and qualitative research methods in order to Study current conditions, problems, and demands for using 4.0 technology.SWOT Analysis and develop a strategy for improving the efficiency of supplies management through the use of Technology 4.0. A sample group of 147 procurement officers was utilized for the research. Purposive random sampling was employed to select 12 of the officers for the qualitative study. Data collection was conducted through questionnaires and interviews. Frequency, percentage, mean, standard deviation and content analysis were utilized for data analysis. The results of the study indicated that work on keeping, recording, and disbursing supplies was at a high level (x̅=3.92, S.D.=0.64), followed by borrowing at a moderate level (x̅=2.84, S.D.=0.24), maintenance and inspection was at a moderate level (x̅=3.22, S.D.=0.40), supplies distribution was at a most level (x̅=5.00, S.D.=0.0), and personnel management was at a moderate level (x̅=3.44, S.D.=0.50). A strategy was developed to improve the efficiency of supplies management, which included 1) creating an information system for supplies management, 2) introducing the information technology system, 3) maximizing personnel potential, 4) reorganizing roles and responsibilities of personnel, 5) revising the supplies process in accordance with relevant regulations, and 6) implementing an information technology system to reduce time and steps, as well as improve the efficiency and effectiveness of supplies management. The results of the strategic evaluation demonstrated consistently high levels of appropriateness, feasibility, and usefulness.

การวิจัยรูปแบบวิจัยผสมระหว่างเชิงปริมาณและเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน ปัญหา ความต้องการใช้เทคโนโลยี 4.0 วิเคราะห์สภาพองค์กร และสร้างกลยุทธ์การเพิ่มประสิทธิภาพบริหารงานพัสดุโดยใช้เทคโนโลยี 4.0 กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ เจ้าหน้าที่รับผิดชอบงานพัสดุ จำนวน 147 คน และคัดเลือกเพื่อศึกษาเชิงคุณภาพด้วยการสุ่มตัวอย่างแบบเจาะจง จำนวน 12 คน เก็บข้อมูลโดยใช้แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา ผลการวิจัย มีการปฏิบัติงานเกี่ยวกับการเก็บ บันทึก และการเบิกจ่ายพัสดุอยู่ในระดับมาก (x̅= 3.92, S.D.=0.64) การยืมอยู่ในระดับปานกลาง (x̅= 2.84, S.D.=0.24) การบำรุงรักษา การตรวจสอบ อยู่ในระดับปานกลาง (x̅= 3.22, S.D.=0.40) การจำหน่ายพัสดุอยู่ในระดับมากที่สุด (x̅= 5.00, S.D.=0.0) ปัจจัยด้านบุคลากรอยู่ในระดับปานกลาง (x̅= 3.44, S.D.=0.50) กลยุทธ์ในการเพิ่มประสิทธิภาพในการบริหารพัสดุ ได้แก่ 1) พัฒนาระบบข้อมูลสารสนเทศการบริหารงานพัสดุ 2) ส่งเสริมการใช้ระบบเทคโนโลยีสารสนเทศ 3) พัฒนาศักยภาพของบุคลากร 4) ปรับบทบาทหน้าที่ของบุคลากร 5)พัฒนากระบวนการดำเนินงานพัสดุให้สอดคล้องกับระเบียบงานพัสดุ 6) พัฒนาระบบเทคโนโลยีสารสนเทศให้ลดระยะเวลา ลดขั้นตอน และเพิ่มประสิทธิภาพประสิทธิผลการบริหารงานพัสดุ ผลการประเมินกลยุทธ์ มีความสอดคล้อง ความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ อยู่ในระดับมาก
