สภาพและแนวทางการพัฒนาทักษะการสื่อสารภาษาอังกฤษตามกรอบความสามารถภาษาอังกฤษที่เป็นสากลของครูผู้สอนในโครงการห้องเรียนพิเศษภาษาอังกฤษสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์

Abstract

The purposes of this research were to study states and guidelines to develop English skills of teachers in English Program School with The Common European Framework of Reference for Language under the Secondary Educational Service Area Office Phetchabun. The research methodology consists of 2 parts. The first part was to study states of English skills of teachers in English Program School with The Common European Framework of Reference for Language under the Secondary Educational Service Area Office Phetchabun. The sample were 136 teachers of in English Program School under the Secondary Educational Service Area Office Phetchabun. The sample was indicated using Krejcie & Morgan table and randomly selected by stratified sampling method, as determined by the proportion according to each school. The data were collected by questionnaires and analyzed from the mean and standard deviation. The second part was to study guidelines to develop English skills of teachers in English Program School with The Common European Framework of Reference for Language, the group of informants was 3 experts, obtained by purposive sampling. The data were collected by interview and analyze the data by content analysis. The research findings reveal as follows:

1. Overall of the states of English skills of teachers in English Program School with The Common European Framework of Reference for Language under the Secondary Educational Service Area Office Phetchabun is moderate. The maximum average is reading skill and the lowest average is listening skill.

2. The results of the study on the guidelines to develop English skills of teachers in English Program School with The Common European Framework of Reference for Language under the Secondary Educational Service Area Office Phetchabun were 1) Listening skill, The Secondary Educational Service Area Office should organize the international conference to exchange knowledge and encourage teachers to listen to topics or issues according to their interests. 2) Speaking skill, Teachers should present classroom action research on the international conference to develop English speaking skill. 3) Reading skill, teachers should develop reading skill by read English language academic paper and the school administrator should organize a forum for teachers to share what they have read. 4) Writing skill, the school administrator should encourage teacher to do the lesson plans and write the classroom action research in English language for publication.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและแนวทางพัฒนาทักษะการสื่อสารภาษาอังกฤษตามกรอบมาตรฐานความสามารถทางภาษาอังกฤษที่เป็นสากลของครูผู้สอนในโครงการห้องเรียนพิเศษภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ วิธีวิจัยแบ่งออกเป็น 2 ขั้นตอนได้แก่ ขั้นตอนที่ 1 การศึกษาทักษะการสื่อสารภาษาอังกฤษตามกรอบมาตรฐานความสามารถทางภาษาอังกฤษที่เป็นสากลของครูผู้สอนในโครงการห้องเรียนพิเศษภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ กลุ่มตัวอย่าง ได้แก่ ครูผู้สอนโครงการห้องเรียนพิเศษภาษาอังกฤษของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ จำนวน 136 คน ได้มาโดยการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้นตามสัดส่วนของครูแต่ละโรงเรียน เก็บรวบรวมข้อมูลด้วยแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 การศึกษาแนวทางการพัฒนาทักษะการสื่อสารภาษาอังกฤษตามกรอบมาตรฐานความสามารถทางภาษาอังกฤษที่เป็นสากลของครูผู้สอนในโครงการห้องเรียนพิเศษภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ กลุ่มผู้ให้ข้อมูลได้แก่ ผู้ทรงคุณวุฒิจำนวน 3 คน ได้มาโดยการเลือกแบบเจาะจง เก็บรวบรวมข้อมูลด้วยแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า

1. ผลการศึกษาทักษะการสื่อสารภาษาอังกฤษตามกรอบมาตรฐานความสามารถทางภาษาอังกฤษที่เป็นสากลของครูผู้สอนในโครงการห้องเรียนพิเศษภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ พบว่า ในภาพรวมอยู่ในระดับปานกลาง ทักษะที่มีค่าเฉลี่ยสูงสุดคือทักษะการอ่าน อยู่ในระดับปานกลาง และทักษะที่มีค่าเฉลี่ยต่ำสุดคือทักษะการฟัง อยู่ในระดับปานกลาง

2. ผลการศึกษาแนวทางการพัฒนาทักษะการสื่อสารภาษาอังกฤษตามกรอบมาตรฐานความสามารถทางภาษาอังกฤษที่เป็นสากลของครูผู้สอนในโครงการห้องเรียนพิเศษภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ พบว่า 1) ทักษะการฟัง สำนักงานเขตพื้นที่การศึกษาควรจัดการประชุมนานาชาติแลกเปลี่ยนเรียนรู้ส่งเสริมให้ครูเข้าร่วมฟังหัวข้อหรือประเด็นต่าง ๆ ตามความสนใจ 2) ทักษะการพูด ครูควรนำผลงานวิจัยในชั้นเรียนไปนำเสนอในที่ประชุมวิชาการระดับนานาชาติเพื่อฝึกทักษะการพูด 3) ทักษะการอ่าน ครูควรฝึกทักษะการอ่านโดยการอ่านบทความวิชาการต่าง ๆ ที่เป็นภาษาอังกฤษและผู้บริหารสถานศึกษาควรจัดเวทีให้ครูได้นำสิ่งที่ได้อ่านมาพูดคุยแลกเปลี่ยนเรียนรู้ และ 4) ทักษะการเขียน ผู้บริหารสถานศึกษาควรส่งเสริมให้ครูจัดทำแผนการจัดการเรียนรู้และบทความวิจัยในชั้นเรียนเป็นภาษาอังกฤษเพื่อตีพิมพ์เผยแพร่
