แนวทางการส่งเสริมคุณลักษณะของผู้บริหารในยุคดิจิทัลสังกัดสำนักงานเขตพื้นที่การศึกษาพิษณุโลก อุตรดิตถ์

Abstract

The purpose of this research is to study the characteristics of school administrators in the digital era and the guidelines for promoting them under the Secondary Education Service Area Office Phitsanulok Uttaradit. The research method is divided into two steps. The first step is studying the characteristics of school administrators in the digital era. The informants are school administrators under the Phitsanulok Uttaradit Secondary Educational Service Area Office in the academic year 2021. They are divided into 56 school directors and 61 deputy school directors, totaling 117 informants obtained by the purposive selection method. Data is analyzed with the mean and standard deviation. The second step is studying the guideline development of the characteristics of school administrators in the digital era under the Secondary Education Service Area office Phitsanulok Uttaradit. The informant group includes 4 experts obtained by selective selection. The tool used for data collection is an interview form and it analyzes the data with content analysis.

The results of the research are as follows: 1) The characteristics of school administrators in the digital era under the Secondary Education Service Area Office Phitsanulok Uttaradit is, overall, at the highest level. When considering each aspect, the one with the highest mean is citizenship in the digital era and the one with the lowest mean is creating a learning culture in the digital era. 2) The proposed guideline development of the characteristics of school administrators in the digital era under the Secondary Education Service Area Office Phitsanulok Uttaradit should encourage school administrators to attend training in order to enhance their knowledge of the use of information technology media. Furthermore, it should also encourage an exchange of learning activities among school administrators’ educational supervisors and those involved in order to build a network of cooperation. Moreover, a clear vision must be established in order to foster a culture of learning for teachers to apply digital knowledge and skills to their operations, teaching and learning as well as to support budgets for equipment for educational institutions.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาคุณลักษณะของผู้บริหารในยุคดิจิทัล และศึกษาแนวทางการส่งเสริมคุณลักษณะของผู้บริหารในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ มีวิธีดำเนินการวิจัยแบ่งออกเป็น 2 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาคุณลักษณะของผู้บริหารในยุคดิจิทัล กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลกอุตรดิตถ์ ในปีการศึกษา 2564 จำแนกเป็นผู้อำนวยการสถานศึกษา จำนวน 56 คน และรองผู้อำนวยการสถานศึกษา จำนวน 61 คน รวมทั้งหมด 117 คน ได้มาโดยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามคุณลักษณะของผู้บริหารในยุคดิจิทัล มีลักษณะเป็นมาตรประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 การศึกษาแนวทางการส่งเสริมศึกษาคุณลักษณะของผู้บริหารในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 4 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์แนวทางการส่งเสริมคุณลักษณะของผู้บริหารในยุคดิจิทัลของผู้บริหารสถานศึกษา และวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า 1) ผลการศึกษาคุณลักษณะของผู้บริหารในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ ในภาพรวม อยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการเป็นพลเมืองในยุคดิจิทัล และด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการสร้างวัฒนธรรมการเรียนรู้ในยุคดิจิทัล 2) ผลการศึกษาแนวทางการส่งเสริมคุณลักษณะของผู้บริหารในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ พบว่า สำนักงานเขตพื้นที่การศึกษาควรสนับสนุนให้ผู้บริหารสถานศึกษาเข้ารับการอบรมเสริมความรู้ด้านการใช้สื่อเทคโนโลยีสารสนเทศ ส่งเสริมให้จัดระบบงานโดยการใช้ระบบเทคโนโลยีสารสนเทศ ส่งเสริมให้มีกิจกรรมแลกเปลี่ยนเรียนรู้ระหว่างผู้บริหารสถานศึกษา ศึกษานิเทศก์ และผู้ที่มีส่วนเกี่ยวข้อง และสร้างเครือข่ายความร่วมมือ กำหนดวิสัยทัศน์ที่ชัดเจนเพื่อเสริมสร้างวัฒนธรรมการเรียนรู้ให้ครูนำความรู้และทักษะดิจิทัลไปใช้ในการปฏิบัติงานและการจัดการเรียนการสอน รวมทั้งสนับสนุนงบประมาณและอุปกรณ์ให้สถานศึกษาอย่างทั่วถึง
