Abstract

The purpose of this research was to study the conditions and guidelines for promoting the professional learning community of schools under the Phitsanulok Primary Educational Service Area Office 2, divided into 2 parts. Step 1: Study the community status. of vocational learning of schools under Phitsanulok Primary Educational Service Area Office 2. The sample group were 297 administrators and teachers in schools under Phitsanulok Primary Educational Service Area Office 2 in the academic year 2022 by means of stratified randomization The research tool was a 5-point estimating questionnaire. Data were analyzed by frequency, percentage, mean and standard deviation. Step 2: Study of ways to promote the professional learning community of educational institutions under the jurisdiction's office. Phitsanulok Primary Education District 2. The group who gave information on guidelines for promoting community learning of educational institutions were 3 experts by purposive sampling. The research tool is an interview form. Data was analyzed by content analysis.

The results showed that The condition of being a professional learning community of educational institutes under Phitsanulok Primary Educational Service Area Office 2 as a whole was at a high level. When considering each side, it was found that the side with the highest average was the reflecting performance. And the aspect with the lowest average was leadership. and guidelines for promoting the community of vocational learning of schools under the Office of Phitsanulok Primary Educational Service Area 2 found that in terms of shared vision School administrators and teachers A vision of the school should be planned together. In terms of cooperation, school administrators should promote good team relationships by discussing and exchanging knowledge in working on learning and professional development. School administrators should provide time support. and resources to encourage teachers to have continuous professional learning. In terms of performance reflection, school administrators and teachers should pay attention to creating a good culture of living together as friends. mutual respect Leadership School administrators should share their powers and responsibilities with teachers equally, with all teachers having Opportunity to act as a leader and follower.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและแนวทางในการส่งเสริมความเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 2 แบ่งเป็น 2 ตอน ขั้นตอนที่ 1 ศึกษาสภาพความเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครูผู้สอนในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 2 ปีการศึกษา 2565 จำนวน 297 คน โดยวิธีการสุ่มแบบแบ่งชั้น เครื่องมือวิจัย คือ แบบสอบถามแบบมาตรประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลโดยหาความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 ศึกษาแนวทางในการส่งเสริมความเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 2 กลุ่มผู้ให้ข้อมูลเกี่ยวกับแนวทางในการส่งเสริมความเป็นชุมชนแห่งการเรียนรู้ของสถานศึกษา คือ ผู้ทรงคุณวุฒิ จำนวน 3 คน โดยการเลือกแบบเจาะจง เครื่องมือวิจัยคือแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สภาพความเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 2 โดยภาพรวม มีสภาพการดำเนินงานอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านสะท้อนผลการปฏิบัติงาน และด้านที่มีค่าเฉลี่ยต่ำที่สุด คือ ด้านภาวะผู้นำ และแนวทางในการส่งเสริมความเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 2 พบว่า ด้านวิสัยทัศน์ร่วมกัน ผู้บริหารสถานศึกษาและครู ควรมีการวางแผนกำหนดวิสัยทัศน์ของโรงเรียนร่วมกัน ด้านการร่วมแรงร่วมใจ ผู้บริหารสถานศึกษาควรส่งเสริมสัมพันธภาพอันดีในทีมโดยร่วมพูดคุยแลกเปลี่ยนเรียนรู้ในการทำงาน ด้านการเรียนรู้และการพัฒนาวิชาชีพ ผู้บริหารสถานศึกษาควรให้การสนับสนุนด้านเวลา และทรัพยากรเพื่อส่งเสริมให้ครูมีการเรียนรู้ในวิชาชีพอย่างต่อเนื่อง ด้านสะท้อนผลการปฏิบัติงาน ผู้บริหารสถานศึกษาและครูควรให้ความสำคัญกับการสร้างวัฒนธรรมที่ดีในการอยู่ร่วมกันอย่างกัลยาณมิตร เคารพซึ่งกันและกัน ด้านภาวะผู้นำ ผู้บริหารสถานศึกษาควรแบ่งปันอำนาจและหน้าที่ความรับผิดชอบแก่คณะครูอย่างเสมอภาคโดยให้ครูทุกคนมีโอกาสได้ทำหน้าที่เป็นผู้นำและผู้ตาม
