สภาพและแนวทางการบริหารหลักสูตรสถานศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขจพื้นที่การศึกษาประถมศึกษาตาก เขต 1

Abstract

The research aimed to study the states and guidelines of school curriculum administration in Educational Opportunity Expansion Schools Under of TAK Primary Educational Service Area Office 1. There were two steps of the research, the first step was to study the states of school curriculum administration in Educational Opportunity Expansion Schools Under of TAK Primary Educational Service Area Office 1. The samples used in the research were 217 school administrators, directors of academic subdivision and teachers in Educational Opportunity Expansion Schools Under of TAK Primary Educational Service Area Office 1 and the tool used to collect data was rating scale questionnaires. Then data was analyzed by some statics such as frequency, percentage, mean and standard deviation. The second step was to study the guidelines of school curriculum administration in Educational Opportunity Expansion Schools Under of TAK Primary Educational Service Area Office 1. The informant group was 3 experts acquired by purposive sampling. The data were collected by Interview and were analyzed by content analysis.

The results of this research were as follows;

1. The states of school curriculum administration for developing learning achievement in Educational Opportunity Expansion Schools Under of TAK Primary Educational Service Area Office 1, was at high level in 5 steps when considering each step, it demonstrated that the planning and implementation of the curriculum at high level, follow by the using of curriculum, improving and developing the process curriculum management, the preparation of the curriculum, and the evaluation and respectively of curriculum was low level.

2. The guidelines of school curriculum administration for developing learning achievement in Educational Opportunity Expansion Schools Under of TAK Primary Educational Service Area Office 1 found that 1) Preparation of educational institution: School administrators and teachers should perform public relations activity to advertise the curriculum 2) Make a curriculum: School administrators should support teachers for design instruction according to their student context and aptitude 3) Curriculum implementation: School administrators and teachers should perform budget preparation plan 4) Supervision, monitoring and evaluation: School administrators should plan and perform report on supervision, monitoring and evaluation at least one session per semester. To use the results of supervision to improve learning management methods 5) Improvement and development of curriculum: School administrators and teachers should plan and SWOT Analysis to their school context.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและแนวทางการบริหารหลักสูตรสถานศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 โดยวิธีดำเนินการวิจัย มี 2 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 ศึกษาสภาพการบริหารหลักสูตรสถานศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา ครูหัวหน้าฝ่ายบริหารงานวิชาการ และครูผู้สอนในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 ในปีการศึกษา 2564 จำนวน 217 คน เครื่องมือที่ใช้เก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า วิเคราะห์ข้อมูลโดย ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และขั้นตอนที่ 2 ศึกษาแนวทางการบริหารหลักสูตรสถานศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิจำนวน 3 คน ได้โดยการเลือกแบบเจาะจง เก็บรวบรวมข้อมูลด้วย แบบสัมภาษณ์วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพการบริหารหลักสูตรสถานศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายขั้นพบว่า ขั้นที่มีค่าเฉลี่ยสูงสุด คือ ขั้นการจัดทำหลักสูตรสถานศึกษา รองลงมา คือ ขั้นการนำหลักสูตรไปใช้จัดการเรียนการสอน ขั้นการปรับปรุงพัฒนาหลักสูตร ขั้นการเตรียมความพร้อมของสถานศึกษา และขั้นที่มีค่าเฉลี่ยต่ำสุด คือ ขั้นการนิเทศ กำกับ ติดตาม ประเมินผลการใช้หลักสูตร

2. ผลการศึกษาแนวทางการบริหารหลักสูตรสถานศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 1 พบว่า 1) ขั้นการเตรียมความพร้อมของสถานศึกษา ผู้บริหารและครูควรร่วมกันเผยแพร่ประชาสัมพันธ์หลักสูตรสถานศึกษา 2) ขั้นการจัดทำหลักสูตรสถานศึกษา ผู้บริหารควรส่งเสริมครูในการจัดทำแผนการจัดการเรียนรู้ให้ตรงตามบริบทและความถนัดของนักเรียน 3) ขั้นการนำหลักสูตรไปใช้จัดการเรียนการสอน ผู้บริหารและครูควรร่วมกันจัดทำแผนรายจ่ายงบประมาณประจำปี 4) ขั้นการนิเทศ กำกับ ติดตาม ประเมินผล ผู้บริหารควรกำหนดการวางแผนและจัดทำรายงานการนิเทศ กำกับ ติดตาม ประเมินผลอย่างน้อยภาคเรียนละ 1 ครั้ง และนำผลการนิเทศมาพัฒนาปรับปรุงวิธีการจัดการเรียนรู้ 5) ขั้นการปรับปรุงพัฒนาหลักสูตร ผู้บริหารและครูควรร่วมกันวางแผนและวิเคราะห์บริบทสถานศึกษา (SWOT)
