รูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย

Abstract

The objectives of this study were 1) to study content and center management of the Regional Rowing Training Center for the Rowing and Canoeing Association of Thailand, 2) to create and verify a high performance management model for the training center, and 3) to assess a high performance management model for the training center. The research process has 3 steps in accordance with the objectives. The research instruments were questionnaires, interview forms, a program model, and the propriety and accuracy assessment form, and the utility and feasibility assessment. The outcomes were analyzed using frequency, percentage, mean, standard deviation, and content analysis.

The results of the research were as follows:

1. The management conditions and guidelines of the training center is rated at the fair level by its committee and coaches as well as its athletes (Average = 2.89, S.D. = 0.25 and Average = 3.03, S.D. = 0.05).

2. The high performance management model consisted of 3 elements; the inputs, the high performance management process, and the outputs. Firstly, the inputs dealt with staff, budget, facility, materials, equipment, facilities, and management. Secondly, the high performance management processes concerned planning, organization, leadership, and control recruitment and development of coaches, talent identification and development, and sports science. Thirdly, outputs were the goal of the regional center. The propriety and accuracy of the high performance management model were evaluated. It was found that the model’s propriety and accuracy were at high levels (Average = 4.38, S.D. = 0.03 and = Average 4.43 S.D. = 0.13).

3. The results of utility and feasibility of the high performance management model of the regional rowing training center were both at a high level (Average = 4.37, S.D. = 0.07 and Average = 4.34, S.D. = 0.05).

The results of the research concluded that a high performance management model of the Regional Rowing Training Center consists of 3 main elements namely the inputs, the high Performance Management Processes, and the output, which is the process of managing the high performance of the provincial rowing training center.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและแนวทางการจัดการศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคของสมาคมกีฬาเรือพายแห่งประเทศไทย 2) สร้างและตรวจสอบรูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย 3) ประเมินรูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาค สำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย วิธีการดำเนินการวิจัย 3 ขั้นตอน ตามวัตถุประสงค์ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามสภาพการจัดการศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคของสมาคมกีฬาเรือพายแห่งประเทศไทย แบบสัมภาษณ์ แบบประเมินความเหมาะสมและความถูกต้องครอบคลุม และแบบสอบถามประเมินความเป็นประโยชน์และความเป็นไปได้ ผู้วิจัยวิเคราะห์ข้อมูลโดยใช้ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. สภาพการจัดการและแนวทางการจัดการศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคของสมาคมกีฬาเรือพายแห่งประเทศไทย โดยด้านปัจจัยนำเข้า ด้านกระบวนการ และด้านผลผลิต ตามความคิดเห็นของคณะกรรมการและผู้ฝึกสอนกีฬาเรือพายทีมชาติไทย (Average = 2.89, S.D. = 0.25) และนักกีฬาเรือพายทีมชาติไทย (Average = 3.03, S.D. = 0.05) มีสภาพการจัดการโดยรวมอยู่ในระดับพอใช้

2. รูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย ประกอบด้วย 3 องค์ประกอบ ได้แก่ 1. ปัจจัยนำเข้า ได้แก่ บุคลากร งบประมาณ สถานที่ วัสดุ อุปกรณ์และสิ่งอำนวยความสะดวก การจัดการ 2. กระบวนการจัดการสมรรถนะสูง ได้แก่ การวางแผน การจัดองค์กร การนำ การควบคุม สมรรถนะสูง การสรรหาและพัฒนาผู้ฝึกสอน การระบุและพัฒนาผู้มีความสามารถพิเศษ และวิทยาศาสตร์การกีฬา องค์ประกอบที่ 3. ผลผลิต เป็นเป้าหมาย โดยมีผลการตรวจสอบความเหมาะสมและความถูกต้องครอบคลุมของรูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย พบว่า รูปแบบมีความเหมาะสมโดยรวมอยู่ในระดับมาก (Average = 4.38, S.D. = 0.03) และความถูกต้องครอบคลุมโดยรวมอยู่ในระดับมาก (Average = 4.43 S.D. = 0.13)

3. ผลการประเมินความเป็นประโยชน์และความเป็นไปได้ของรูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย พบว่า รูปแบบมีความเป็นประโยชน์ โดยรวมมีความอยู่ในระดับมาก (Average = 4.37, S.D. = 0.07) และรูปแบบมีความเป็นไปได้โดยรวมอยู่ในระดับมาก (Average = 4.34, S.D. = 0.05)

สรุปผลการวิจัยได้ว่า รูปแบบการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย ประกอบด้วย 3 องค์ประกอบหลัก ได้แก่ 1. ปัจจัยนำเข้า (Input) 2. กระบวนการจัดการสมรรถนะสูง (High performance Process) และ 3. ผลผลิต (Output) ที่จะเป็นกระบวนการในการจัดการสมรรถนะสูงของศูนย์ฝึกกีฬาเรือพายส่วนภูมิภาคสำหรับสมาคมกีฬาเรือพายแห่งประเทศไทย
