ข้อเสนอเชิงนโยบายการจัดการเรียนรู้โดยใช้กีฬาเป็นฐาน สำหรับเยาวชนในพื้นที่จังหวัดชายแดน

Abstract

The purposes of this research were: 1) to study the state and contexts of the sports-based learning management in Southern Border Provinces 2) to draft the proposed policy and 3) to evaluate the proposed policy. This research using qualitative research method and was divided into three stages; the first stage concerned an investigation on state and contexts of the sports-based learning management in Southern Border Provinces through document inquiries, focus group discussion, and observation in areas. The second stage was related to drafting the proposed policy. The third stage involved verification and evaluation of the proposed policy. The experts validated and confirmed the proposed policy in terms of its feasibility and suitability.

The findings revealed that:

1. The state and contexts the sports-based learning management in Border Provinces as following; Strengths were integration between government policies and the needs of the area, clearly goals, and impact on project affected student development, educational opportunities and stability in the area. Weaknesses which had to concern administrative process: information system, guidance system for further education and vocational training project by public relations, project report, project expansion, and continuity of the project, human resource: lack of personnel morale and budgetary: lack of budget plan. Opportunities which had government policies were implemented appropriately in the area without conflict with religious principles and had the policy to support sports and organize sports events. Threats which had limitations about regulations for project implementation, teaching and learning must share resources with other and were not appropriate for the cultural context

2. The proposed policy comprised six topics: 1) policy 2) policy program 3) objectives of proposed policy 4) target groups and areas 5) integrated and policy-driven and 6) policy assessment.

3. The evaluation of proposed policy in terms of feasibility and suitability was at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและบริบทของการจัดการเรียนรู้โดยใช้กีฬาเป็นฐานในพื้นที่จังหวัดชายแดนภาคใต้ 2) พัฒนาข้อเสนอเชิงนโยบายการจัดการเรียนรู้โดยใช้กีฬาเป็นฐาน สำหรับเยาวชนในพื้นที่จังหวัดชายแดน 3) ประเมินข้อเสนอเชิงนโยบายการจัดการเรียนรู้โดยใช้กีฬาเป็นฐาน สำหรับเยาวชนในพื้นที่จังหวัดชายแดน โดยใช้วิธีวิจัยเชิงคุณภาพ ดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 ศึกษาสภาพและบริบทของการจัดการเรียนรู้โดยใช้กีฬาเป็นฐานในพื้นที่จังหวัดชายแดนภาคใต้ โดยการวิจัยเอกสาร การสนทนากลุ่ม และการศึกษาปรากฏการณ์จริงในพื้นที่ ใช้เทคนิคการตรวจสอบข้อมูลแบบสามเส้า และวิเคราะห์ข้อมูลเชิงเนื้อหา ขั้นตอนที่ 2 พัฒนาข้อเสนอเชิงนโยบาย และขั้นตอนที่ 3 ประเมินข้อเสนอเชิงนโยบายโดยการตรวจสอบและยืนยันจากผู้ทรงคุณวุฒิ ในมิติความเป็นไปได้และความเหมาะสมในการนำไปใช้ปฏิบัติ

ผลการวิจัย ปรากฎดังนี้

1. สภาพและบริบทของการจัดการเรียนรู้โดยใช้กีฬาเป็นฐานในพื้นที่จังหวัดชายแดนภาคใต้ พบว่า จุดแข็งมีการบูรณาการระหว่างนโยบายภาครัฐและความต้องการของพื้นที่ เป้าหมายโครงการที่ชัดเจน และผลกระทบโครงการส่งผลเชิงบวกต่อการพัฒนาผู้เรียน โอกาสทางการศึกษา และความมั่นคงในพื้นที่ จุดอ่อน ด้านกระบวนการบริหารในประเด็นระบบข้อมูล ระบบการแนะแนวการศึกษาต่อและฝึกอาชีพ การประชาสัมพันธ์โครงการ การติดตามรายงานผล การขยายผลและความต่อเนื่องโครงการ ด้านบุคลากรที่ขาดขวัญกำลังใจ และด้านงบประมาณที่ขาดแผนงานสนับสนุน โอกาส สามารถนำนโยบายที่กำหนดจากภาครัฐแปลงสู่การปฏิบัติในพื้นที่อย่างเหมาะสมโดยไม่ขัดกับหลักทางศาสนา และมีนโยบายการสนับสนุนด้านกีฬาและการจัดแข่งกีฬา และอุปสรรค มีข้อจำกัดกฎระเบียบที่ไม่เอื้อต่อการดำเนินโครงการ การจัดการเรียนการสอนต้องใช้ทรัพยากรร่วมกับคนอื่นและไม่เหมาะสมกับบริบททางวัฒนธรรม

2. พัฒนาข้อเสนอนโยบาย ประกอบด้วย 6 ข้อ ได้แก่ 1) นโยบาย 2) โครงการเชิงนโยบาย 3) วัตถุประสงค์ของข้อเสนอเชิงนโยบาย 4) กลุ่มเป้าหมายและพื้นที่ 5) กลไกและมาตรการ และ 6) การประเมินผลเชิงนโยบาย

3. ผลประเมินข้อเสนอเชิงนโยบายทั้งด้านความเป็นไปได้และความเหมาะสมในการนำไปใช้ปฏิบัติอยู่ในระดับมากที่สุด
